Prior experience is relative to the successful development and construction of facilities that will meet licensing requirements (if applicable). For example, a residential construction company may not have the experience and knowledge of constructing a facility that has specific licensing requirements. Ownership and operation of relevant facilities and experience serving individuals from the identified target populations, as defined in the joint RFA, are also necessary. For example, an owner/operator of an ARF serving individuals with developmental disabilities may not have the experience serving individuals with behavioral health conditions receiving SSI/SSP or who are experiencing homelessness, or an existing behavioral health facility may not have experience providing the specific modality of the service the expansion project is proposing.
Could you provide additional clarification on what is defined as “prior experience” in a partner? Is there a quantifiable time period for an entity to have in order to count as having behavioral health services experience?
