CCE Capital Expansion grants do not require applicants to demonstrate launch readiness. DSS recognizes that prospective applicants may have a concept or vision for expanding residential support programs, but may need assistance to develop a viable project. Applicants are invited to submit applications for CCE funds that have been earmarked for pre-development costs (examples of allowable pre-development expenses are included in Section 3.5 of the joint RFA). As part of the required pre-application consultation process, real estate TA or Community Development Financial Institution (CDFI) partners will work with CCE applicants to determine their status and best approach.
