Important Funding Round Update:
The due date for applications for Behavioral Health Continuum Infrastructure Program (BHCIP) Round 5: Crisis and Behavioral Health Continuum funding has been extended. The new submission deadline is Monday, February 13, 2023, at 11:59 p.m. PST.
In addition, the date to request a required pre-application consultation is now Friday, January 13, 2023. Pre-application consultations may be scheduled up to January 30, 2023; however, the pre-application consultation survey to request an appointment must be submitted no later than January 13, 2023. Please submit the required survey here.
The California Department of Health Care Services (DHCS) is pleased to announce the release of BHCIP Round 5: Crisis and Behavioral Health Continuum. This round will fund $480 million in projects to address significant crisis care gaps in California’s behavioral health (mental health and substance use disorder [SUD]) infrastructure, with consideration for funding priority to those that provide crisis services to individuals in need. The crisis can be due to mental health issues and/or SUDs.
Eligible applicants for BHCIP Round 5: Crisis and Behavioral Health Continuum funds include counties, cities, tribal entities (including 638s and urban clinics), nonprofit organizations, for-profit organizations, and other for-profit organizations, including private real estate developers, whose projects reflect the state’s priorities and serve the targeted population. In the interest of encouraging innovative projects that take both local and regional approaches, eligible entities are invited to apply independently or with partners or co-applicants. The deadline for applications will be Monday, February 13, 2023, at 11:59 p.m. PST.
All applicants will be required to complete a pre-application consultation before submitting an application. The consultation will allow the prospective applicant to discuss the proposed project with an implementation specialist. They will also have the opportunity to review other applicable programmatic considerations including those related to site acquisition, such as permitting, land use and land entitlements; service coordination and partnerships; and long-term financing approaches. To schedule a required consultation, please submit a pre-application survey no later than Friday, January 13, 2023. Once you submit the survey, someone from the AHP team will contact you to schedule a consultation. Please note that the pre-application survey link is also the same link for the actual application. You will begin with the survey, and then, after you complete the consultation, we will give you access to the application. Pre-application consultations will be scheduled through January 17, 2023. Once the pre-application consultation is complete, the designated implementation specialist will work with the applicant on next steps. Read more about the pre-application consultation process.

California tribal 638 clinics, Native American agencies, and urban-Indian clinics were invited to attend a Native American-specific BHCIP Round 5: Crisis and Behavioral Health Continuum informational webinar on Wednesday, November 16, 2022, from 2:00-3:00 p.m. In addition to providing general information related to BHCIP Round 5: Crisis and Behavioral Health Continuum, including eligibility and application information and tribal set-asides, the webinar focused on specific Native American and tribal concerns.
Round 5: Crisis and Behavioral Health Continuum Informational Webinar
All prospective applicants were invited to join DHCS and Advocates for Human Potential (AHP), the BHCIP administrative entity, for an informational webinar on November 2, 2022, from 2:00-3:30 p.m. PT. The webinar reviewed this funding opportunity for crisis and other behavioral health services infrastructure projects.
Round 5: Crisis and Behavioral Health Continuum Listening Session
A listening session open to all potential applicants to Round 5: Crisis and Behavioral Health Continuum was held August 4, 2022, to gather information from stakeholders. Information and policy questions specific to this round of funding were presented, and written and verbal responses were collected for an online list of Frequently Asked Questions (FAQ).
