If a project is shovel ready to move forward, does the contract have to be executed in order for project expenses to be eligible for grant funds?

In order to be awarded grant funds, the contract must be executed. Upon execution of the contract, match funds must first be expensed if the match is cash. After match funds are spent, project sponsors may submit draw requests and spend grant funds.

Should an awardee eventually decide to decline the award, when in the contract negotiation stage can the awardee respectfully notify the State?

An applicant can decline the award at any point up until the execution of a contract. If you choose to do so, please send it in writing to AHP at: BHCIP@dhcs.ca.gov.
