Community Care Expansion (CCE) Program Grant
The CCE program will provide $805 million in funding for acquisition, construction, and rehabilitation to preserve and expand adult and senior care facilities that serve SSI/SSP and CAPI applicants and
recipients, including those who are experiencing or at risk of homelessness.
CCE Capital Expansion
• Approximately 75 percent of funds ($570 Million) will be made available for capital expansion projects, including acquisition, construction, and rehabilitation of residential care settings.
Grantees may be approved to use a portion of these funds to establish a capitalized operating subsidy reserve (COSR) for these projects, available for use for up to 5 years.
• Applications for CCE Capital Expansion project funding will be accepted on a project-by-project basis through this joint RFA and funded on a rolling basis until funds are exhausted. However,
projects that cannot be funded prior to applicable obligation and liquidation deadlines may not be funded. A portion of the CCE budget includes Home and Community-Based Services (HCBS)
funding that must be obligated by December 2023 and liquidated by June 2026, as well as State Fiscal Recovery Funds (SFRF) that must be obligated by June 2024 and liquidated by December
2026. The exact timeline for obligation and liquidation of funds for each funded project will be provided in the grant award announcement

CCE Preservation Funds
Approximately 25 percent of the funds have been made available to preserve settings that currently serve the target populations, including $55 million for Operating Subsidy Payment funds for existing licensed facilities, including but not limited to those facilities that may also receive Capital Project funds to preserve facilities in need of critical repairs or required upgrades. Both funds aim to prevent facility closure, which could result in exits to homelessness. These funds were provided to counties through a direct-to-county allocation process that was announced separately from this joint RFA. Community Care Expansion Program – News Release
The California Department of Social Services (CDSS) announced that 12 organizations funding 14 projects were awarded a total of $106.5 million in grants to create more residential care options for seniors and adults with disabilities, including people at risk of or experiencing homelessness. A total of 504 beds or units will be created with these funds.
This new investment follows $47 million that was awarded to five organizations in August 2022, and $53 million that was awarded to twelve organizations in October 2022
Community Care Expansion Preservation – Grant Update
The California Department of Social Services (CDSS) is pleased to announce that award letters have been issued for over $186 million in funds for the Community Care Expansion (CCE) Preservation program, with funds awarded to 34 participating counties.
The CCE Preservation funds will be used by participating counties to preserve existing licensed residential adult and senior care facilities currently serving applicants or recipients of Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI), including those who are experiencing or at risk of homelessness.

The California Department of Social Services (CDSS) is in the process of reviewing applications received to date for its Community Care Expansion (CCE) program Capital Expansion funds. Together with Advocates for Human Potential, Inc. (AHP), the CCE third–party administrator, CDSS looks forward to beginning the awards process soon.
As the review process continues, CDSS and AHP will begin reaching out to Capital Expansion applicants by email, as needed, to clarify components of the application and/or request additional documentation related to the CCE project. Applicants that receive a request for clarification are encouraged to review the information promptly and contact bhcip.cce.info@ahpnet.com with any questions.
