REMINDER: CCE Application Portal Will Close June 1, 2023
This is a reminder that the California Department of Social Services (CDSS) will be closing the CCE application portal on Thursday, June 1, 2023 at 5:00 p.m. PST unless funds are exhausted sooner. All interested applicants are strongly encouraged to submit their funding applications in the application portal by that deadline. Based on available funding, we particularly encourage applicationsfrom tribal entities across the state as well as projects located in Los Angeles County, Sacramento Area, Central Coast, and the Balance of State regions (counties in these regions are listed below and on page 8 of the CCE Request for Applications (RFA)).
You may reach out to CDSS at housing@dss.ca.gov before the June 1st deadline if you are a tribal entity seeking to apply for CCE funds or your project is located in one of the aforementioned areas with available funding but you are unable to submit your application in the portal by the June 1st deadline.
CDSS will continue to review and award projects on a rolling basis. After June 1, 2023, CDSS will consider all application submissions and any project proposals that applicants have engaged with CDSS on before determining next steps for distribution of any remaining CCE funding.

The Community Care Expansion (CCE) Program provides funding for acquisition, construction, and rehabilitation projects to preserve and expand adult and senior care facilities that serve SSI/SSP and CAPI applicants and recipients, including those who are experiencing or at risk of homelessness.
CCE Capital Expansion
The CCE program has made $570 million available for capital expansion projects, including acquisition, construction, and rehabilitation of residential care settings. Grantees may be approved to use a portion of these funds to establish a capitalized operating subsidy reserve (COSR) for projects, available for use for up to 5 years.
- Applications for CCE Capital Expansion project funding are being accepted through this joint RFA and funded on a rolling basis until funds are exhausted. However, projects that cannot be funded prior to the applicable obligation and liquidation deadlines may not be funded.
- Timelines for fund obligation and liquidation will be assigned upon award and may vary between applicants. For applicants’ awareness, obligation and liquidation deadlines are as follows.
- State General Funds must be obligated by June 2027 and liquidated by June 2029.
- A portion of State General Funds (formerly State Fiscal Recovery Funds or SFRF) must be obligated by June 2024 and liquidated by December 2026. These funds were moved from SFRF to the General Fund by Executive Order pursuant to the Budget Act of 2022 (Assembly Bill 179 (Chapter 249, Statutes of 2022)).
- A portion of Program Funds are part of California’s Home and Community Based Services (HCBS) Spending Plan and must be obligated by December 2023 and liquidated by March 2024.

CCE Preservation Funds
The CCE program is providing $250 million to preserve settings that currently serve the target populations. This consists of $110 million for Operating Subsidy Payment funds ($55 million appropriated in each FY 2021-22 and FY 2022-23) as well as $142.5 million in Capital Project funds to preserve existing licensed facilities serving the SSI/SSP and CAPI population that are in need of critical repairs or required upgrades. Both funds aim to prevent facility closure, which could result in residents exiting to homelessness.
These funds were provided to counties through a direct-to-county allocation process that was announced separately from this joint RFA. Future direct-to-tribe funding opportunities will be announced here soon.

Community Care Expansion Program Update – Preservation Grant Update April 20, 2023
The California Department of Social Services (CDSS) is pleased to announce $52.3 million in additional Community Care Expansion (CCE) Preservation Program awards to California counties. These funds support ongoing operations and preservation of existing licensed facilities serving residents on Supplemental Security Income/ State Supplementary Program (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI), including those experiencing or at risk of homelessness.
These one-time additional funds for Operating Subsidy Payments were made available as a result of the Budget Act of 2022. To date, CDSS has awarded a total of $249 million in noncompetitive allocations to 35 counties.

Community Care Expansion Program – News Release
The California Department of Social Services (CDSS) announced that 12 organizations funding 14 projects were awarded a total of $106.5 million in grants to create more residential care options for seniors and adults with disabilities, including people at risk of or experiencing homelessness. A total of 504 beds or units will be created with these funds.
This new investment follows $47 million that was awarded to five organizations in August 2022, and $53 million that was awarded to twelve organizations in October 2022
Community Care Expansion Preservation – Grant Update
The California Department of Social Services (CDSS) is pleased to announce that award letters have been issued for over $186 million in funds for the Community Care Expansion (CCE) Preservation program, with funds awarded to 34 participating counties.
The CCE Preservation funds will be used by participating counties to preserve existing licensed residential adult and senior care facilities currently serving applicants or recipients of Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI), including those who are experiencing or at risk of homelessness.
Community Care Expansion Program – Capital Expansion Grant Outreach
The California Department of Social Services (CDSS) is in the process of reviewing applications received to date for its Community Care Expansion (CCE) program Capital Expansion funds. Together with Advocates for Human Potential, Inc. (AHP), the CCE third–party administrator, CDSS looks forward to beginning the awards process soon.
As the review process continues, CDSS and AHP will begin reaching out to Capital Expansion applicants by email, as needed, to clarify components of the application and/or request additional documentation related to the CCE project. Applicants that receive a request for clarification are encouraged to review the information promptly and contact bhcip.cce.info@ahpnet.com with any questions.
Community Care Expansion Program – Capital Expansion Grant Update
California is making significant investments in supporting seniors and adults with disabilities to live safely in the community. Earlier this year, the California Department of Social Services announced $805 million available through its Community Care Expansion Program to fund the acquisition, construction and rehabilitation of residential adult and senior care settings that serve applicants and recipients of SSI/SSP and CAPI, including people at risk of or experiencing homelessness.
